新发展理念视阈下矿业城市资源综合利用现状及共同体策略——以汉中市为例

摘要:

随着矿产资源的日益消耗和环境保护要求的不断提高,矿产资源的综合利用日趋重要。以汉中市矿产资源开发利用为例,分析矿业发展过程中存在的基础工作不足、开发利用水平低、矿业结构单一、矿山地质环境治理滞后和监督管理制度不到位等5个方面的问题。结合“五大发展理念”和共同体理念,提出了从构建区域共同体、合作共同体、生态共同体、利益共同体和治理共同体5个维度,探索矿业发展中面临的资源集约节约利用途径与环境制约的问题,促进汉中市矿业健康持续发展,为其他矿业城市资源开发利用提供了新思路。

Abstract:

With the increasing consumption of social mineral resources and the continuous improvement of environmental protection requirements,the comprehensive utilization of mineral resources is becoming more and more important.In this paper,the exploitation and utilization of mineral resources in Hanzhong City is taken as an example to analyze the five problems in the development of mining industry,such as lack of basic work, exploitation and utilization level,single mining structure,lagging mine geological environment management and lack of supervision management system.Connect with the “five major development concepts” and the community concept,five dimensions was put forward,such as constructing the regional community,the cooperative community,the ecological community,the community of interests and the governance community,and the problems both in resource conservation and utilization and environmental constraints in the development of the mining industry was explored,to promote healthy and sustainable development of mining in Hanzhong City and provide a new way of thinking in exploitation and utilization of mining city resources development.
